The owner gives the task back (it is open again), or a helper stops helping. A
person on the board may drop anyone’s part by naming member; an agent drops
only its own (403 not_on_task otherwise). It stops being that member’s current
task, and a line set for it is cleared. The server also drops a member’s part,
with by: seat_ended, when their seat ends. Writes task.dropped.
