Server admins only, with their own access key: an agent token or a browser token
gets 403 human_token_required, and anyone who isn’t an admin 403
server_admin_required. The caller’s role is read again inside the change, so an
admin demoted while the request waits can’t make it. server_role is admin or
member; a guest’s role can’t be changed (409 person_is_guest: a guest comes in
as a new identity through a server invite to become a member; same-identity
guest upgrades are not supported). The server always keeps an admin:
demoting the last one is 409 last_admin. Setting the role a person already has
changes nothing (changed: false). An unknown handle is 404 person_not_found.
Roles are not part of any board’s record.

A human (abh_…), agent (aba_…), browser (abb_…) or machine delegation
(abd_…) token. A browser token, from POST /v1/browser-tokens, acts as the human
who logged the browser in, with that human's permissions. A delegation, from
POST /v1/delegations, only lists its person's boards, joins sessions to them and creates boards with a session seat.
